President and Chief Executive Officer Position Description The newly created Delaware Prosperity Partnership is seeking a dynamic executive to lead Delaware’s economic development efforts. The Delaware Prosperity Partnership (DPP) was created as a private entity to lead the state of Delaware's economic development efforts effective July 2017. Establishment of this private entity was a critical step to enhance the state's ability to attract, grow and retain companies; to build a stronger entrepreneurial and innovation ecosystem; and to support private employers in identifying, recruiting and developing talent. The board of directors is composed of both public and private sector leaders and co-chaired by the Governor and a corporate CEO. The DPP brings together the resources, commitment, and energy of both public and private sectors and will be the lead marketing and business attraction entity for the state. As we face a more competitive environment between states, and intense global competition for businesses, the DPP will provide the strategic direction for Delaware's economic development, utilizing private sector expertise and resources to meet its goals. General Responsibility: The President and CEO of the Delaware Prosperity Partnership (DPP) is responsible for the implementation of the organization’s business recruitment, retention and expansion programs as well as overall economic development activities with oversight of staff related to these programs. Additional responsibilities include coordinating with the accelerators, incubators, wet labs, innovation districts, seed and venture capital funds, research institutes, and other organizations in Delaware that support innovation and entrepreneurship to fully leverage their positive contribution to the state’s economy. The President and CEO must build strong working relationships with public and private sector partners; and as the DPP is a non-profit organization, the President and CEO must build and maintain sound management and reporting systems, as well as expand the funding and membership base of the organization. Job Description: The DPP seeks an executive with the strategic leadership ability and economic development credentials to implement a long-term vision and plan for the organization. The successful candidate will have the skills and ability required to recruit and lead a professional and seasoned economic development team. This dynamic leader will have the energy, flexibility, and creative problem-solving skills required to actively engage prospective companies and encourage them to locate or expand in Delaware. The President of the DPP is responsible for developing and working his or her own portfolio of business prospects to encourage them to locate, expand or maintain operations in the state as well as managing the staff to recruit expand and retain their own portfolio of businesses in specific industry clusters. The President of the DPP must understand how to attract, grow and retain established companies, and also understand how to build an entrepreneurial and innovation ecosystem that will enhance the success of entrepreneurial ventures As the lead representative of the organization, the President and CEO must regularly meet with government and business community leadership, as well as funders of the DPP. In addition, the President and CEO must continue to identify and pursue multiple sources of funding for the organization.
